My suggestion for Oakland is to force the State to teardown 980 – it is redundant – and build a grand boulevard like Embarcadero or Octavia in SF. Housing on both sides sound be at least 6 stories tall for varying income levels. I think it would be really interesting if they made that boulevard like Van Ness in SF and converted 980 in to a historic US route like Van Ness (US-101). It’d be like a modern take on a vintage highway system incorporated into that system, albeit not directly connected to that system.
